Supporting Appraisal Modernization

Stewart Valuation Intelligence is supporting Appraisal Modernization with tools and processes to meet the needs of the government-sponsored enterprises (GSEs).

Full speed ahead

Modernization efforts from both GSEs seek to better use data and technology as part of the appraisal process. The Property Data Inspection collects the Uniform Property Dataset (UPD) needed to fulfill GSE requirements. The UPD is the building block for a number of solutions, including:

  • Appraisal Waivers (Value Acceptance + Property Data / ACE+ PDR)
  • Desktop Appraisal Reports (1004 Desktop / 70D)
  • Hybrid Appraisals (1004 Hybrid / 70H)

Stewart Valuation Intelligence is a verified and approved supplier of these reports and the technology needed to create them.

SVI is a verified & approved provider of GSE Property Data Reports and the technology needed to supply them.

Hybrid Eligibility

Recent updates from Fannie Mae and Freddie Mac outline new eligibility criteria and implementation timelines, ensuring smoother transactions for various property types.

The following are eligible for a hybrid appraisal:

  • existing one-unit properties, including a condo or unit in a PUD;
  • principal residence, second home, or investment properties;
  • under construction properties;
  • existing properties with incomplete construction or renovation project;
  • community land trusts, or other properties with resale price restrictions, which include loan casefiles using the Affordable LTV feature; and
  • Texas 50(a)(6) loans.

The transaction must be a purchase, limited cash-out refinance, or cash-out refinance.

Important Update:

Desktop Underwriter will be updated on March 22, 2025 to reflect Hybrid Appraisal options.

Hybrid appraisals will no longer be limited to instances when an ACE+ PDR must be upgraded to an appraisal.

A hybrid appraisal may be completed for the following property types:

  • 1-unit properties, including in a Planned Unit Development (PUD) or with an ADU; and
  • Condominium Units (attached and detached)

Hybrid appraisals will be available for all transaction types (i.e., purchases, “no cash-out” and cash-out refinance transactions).

Important Update:

Loan Product Advisor loan submissions on or after April 7, 2025 will reflect Hybrid Appraisal options.

The Property Report is the foundation of modernization

Today’s appraisal modernization efforts start with a report that assesses a home’s condition and creates an electronic floor plan. This report can be used whether you qualify for an appraisal waiver program or a hybrid appraisal product from either GSE.
